To mainstream media outlets like CNN, this move is yet another instance of Trump “bucking norms.”

The conversation gained traction following Trump’s insistence that Republican senators embrace recess appointments to secure leadership roles within the Senate. Traditionally, recesses are circumvented in Congress by pro forma sessions, designed to maintain the Senate’s operational status and prevent the executive branch from making unilateral appointments without legislative consent. This procedural tactic began under the George W. Bush administration and was perpetuated by subsequent Democratic and Republican administrations alike.

Critics from CNN claim that Trump’s approach challenges Congressional tradition and could alter the foundational process by which Cabinet officials are confirmed. Trump’s maneuver, far from dismantling democratic standards, can be interpreted as a push towards operational efficiency and an endeavor to rebalance governmental powers in favor of elected authority.
